Escritório de Ibaneis recebeu R$ 25 milhões da J&F após acordo com o governo do DF
A formalização desse acordo foi antecedida por um decreto assinado por Ibaneis em agosto de 2024, autorizando o governo distrital a celebrar convênios ligados a empréstimos consignados. Com essa base normativa, o PicPay passou a operar o serviço junto ao funcionalismo local. Meses depois, começaram os pagamentos milionários ao escritório que leva o nome do governador, embora sua defesa sustente que ele está afastado da banca desde 2018.
Ibaneis continua como sócio do escritório e mantém direito à participação nos lucros. Também integra a sociedade seu filho, Caio Carvalho Barros, enquanto a administração formal do negócio está sob responsabilidade de Luzineide Getro de Carvalho, ex-mulher do governador. Procurado, Ibaneis não respondeu diretamente. Sua assessoria encaminhou a demanda ao escritório, e os advogados do governador afirmaram que ele está afastado da atuação desde que assumiu o Palácio do Buriti e que, por isso, "desconhece tais informações".

Em nota, o escritório Ibaneis Advocacia e Consultoria declarou que "prestou e presta serviços advocatícios" ao grupo J&F em centenas de ações judiciais, em diferentes esferas, mas não detalhou a razão específica dos R$ 25.057.735 apontados na reportagem. A banca também afirmou repudiar o que chamou de tentativa de "criminalizar a advocacia". A J&F, por sua vez, disse que todos os pagamentos feitos pelo conglomerado correspondem a serviços comprovadamente prestados, com emissão de nota fiscal e recolhimento de tributos.
O PicPay negou qualquer relação entre os pagamentos ao escritório e a parceria firmada com o governo distrital. Ainda assim, o acordo fechado com o DF foi posteriormente usado pelo banco digital como referência para buscar credenciamento junto ao INSS. Em e-mail enviado em novembro de 2024 ao então presidente do instituto, Alessandro Stefanutto, a empresa informou que havia concluído com sucesso o credenciamento em Brasília e apresentou esse precedente ao órgão federal.
Esse programa no INSS, batizado de "Meu INSS Vale+", acabou suspenso após questionamentos sobre cobrança de taxas não autorizadas e hoje está no radar da CPI do INSS. Stefanutto foi preso pela Polícia Federal na Operação Sem Desconto, que apura fraudes em descontos associativos e consignados aplicados a beneficiários. A comissão investiga se a criação do programa ocorreu mediante pagamentos irregulares feitos por meio de empresas de consultoria.
