O governo de Luiz Inácio Lula da Silva (PT) anunciou nesta segunda-feira (6) um aumento no IPI (Imposto sobre Produtos Industrializados) sobre cigarros.

Segundo o ministro Dario Durigan (Fazenda), o objetivo é compensar a renúncia de receitas com a redução do PIS/Cofins sobre o querosene de aviação e o biodiesel, medida anunciada para tentar minimizar os efeitos da guerra no Irã sobre os preços no mercado doméstico.

De acordo com a Fazenda, a alíquota do IPI sobre o maço ou box com 20 cigarros vai subir de R$ 2,25 para R$ 3,50. Além disso, o governo também vai elevar o preço mínimo de R$ 6,50 para R$ 7,50.

A estimativa do governo é arrecadar R$ 1,2 bilhão extra neste ano com as mudanças.

O governo Lula já havia elevado a cobrança do imposto sobre cigarros em 2024, quando a alíquota passou de R$ 1,50 para R$ 2,25, e o preço mínimo, de R$ 5 para R$ 6,50.

A avaliação do Executivo, porém, foi que o aumento não surtiu os efeitos esperados pelas áreas de saúde e tributação. Por isso, o governo já vinha conduzindo estudos para adotar a medida e aproveitou a conjuntura atual para usá-la como compensação para as ações voltadas aos combustíveis.

Antes do reajuste de 2024, elevações na tributação de tabaco não ocorriam desde 2016. O Brasil é signatário de um acordo internacional que fixa a obrigação de aumento de preços para desincentivar o uso do cigarro.
