Está prevista para esta sexta-feira (10) a publicação do edital de licitação para a execução de serviços previstos no Plano de Melhoramento da Rodovia BR-319. A promessa, anunciada pelo governo Lula na semana passada em meio à pré-campanha eleitoral, é recuperar a rodovia após mudanças na legislação e no ordenamento jurídico.
As obras estão previstas para o chamado "trecho do meio", com 339,4 quilômetros entre o km 250,7 e o km 590,1, no segmento entre o Igarapé Atií e o distrito de Realidade, em Humaitá, no sul do Amazonas. O edital de licitação tem investimento estimado em R$ 678 milhões.
Também houve o anúncio da construção da ponte sobre o rio Igapó-Açu, no km 260,7. Com 320 metros de extensão e investimento de R$ 44,1 milhões, a estrutura substituirá a travessia por balsa.
A BR-319 é dividida em dois trechos de cerca de 250 quilômetros nas extremidades, entre Manaus e Porto Velho, e o trecho do meio, com pouco mais de 400 quilômetros. É nesse segmento que o governo anunciou novas obras estruturantes, incluindo drenagem, elevação da via, base e revestimento.
O governo diz que o avanço foi possível a partir da nova Lei do Licenciamento Ambiental, que afrouxou a legislação para esse tema, e de um novo entendimento jurídico da Advocacia-Geral da União (AGU), que passou a diferenciar obras de implantação de novas rodovias daquelas voltadas à recuperação de estradas já existentes.
Na coletiva do dia 31 de março, o senador Eduardo Braga citou o artigo 8º da lei, que lista atividades e empreendimentos não sujeitos a licenciamento ambiental. No inciso VII, o texto inclui "serviços e obras voltados à manutenção e ao melhoramento da infraestrutura em instalações preexistentes ou em faixas de domínio e de servidão, incluindo rodovias anteriormente pavimentadas e dragagens de manutenção".
"Quero fazer justiça ao ministro Jorge Messias, da AGU, que, consultado pela Procuradoria do Ministério dos Transportes, deu parecer favorável, em anuência com o Ministério dos Transportes e com o DNIT, para que pudéssemos culminar, no dia de hoje, com a assinatura das ordens de serviço e dos editais que serão publicados no dia 10 para a pavimentação e o melhoramento do trecho do meio.", disse Eduardo Braga.
