A Lei de Diretrizes Orçamentárias é uma norma que define as metas e prioridades do governo para o ano seguinte e precisa ser aprovada pelo Congresso. É ela que orienta a elaboração da Lei Orçamentária Anual (LOA), ou seja, o orçamento do ano.
Hoje, o valor do salário mínimo é R$ 1.621, após um reajuste de 6,79% concedido neste ano. Com isso, confirmada a projeção da área econômica, ele será reajustado em 5,92%, o equivalente a R$ 96.
Entretanto, esse valor só poderá ser confirmado em dezembro deste ano.
Segundo o Departamento Intersindical de Estatística e Estudos Socioeconômicos (Dieese), o salário-mínimo serve de referência para 61,94 milhões de pessoas no Brasil.
O Dieese calcula ainda que 29,27 milhões de beneficiários do INSS têm seus rendimentos atrelados ao salário-mínimo.
Como é feito o cálculo do reajuste
O reajuste do salário mínimo é calculado com base na inflação medida pelo Índice Nacional de Preços ao Consumidor (INPC) em 12 meses até novembro, conforme prevê a Constituição.
E também com base no índice de crescimento real do Produto Interno Bruto (PIB) dos dois anos anteriores. No caso de 2027, vale o PIB de 2025 -- que somou 2,3%.

No início do terceiro mandato do governo Lula, o salário mínimo passou a ser corrigido pela inflação do ano anterior, mais o PIB de dois anos antes (modelo do governo petista de Dilma Rousseff).
Em 2024, porém, o governo propôs, e o Congresso aprovou, uma limitação do aumento real, acima da inflação, a um teto 2,5%, o mesmo do arcabouço fiscal para as demais despesas.
A justificativa foi adequar o crescimento do piso salarial do país aos limites definidos pelo novo arcabouço fiscal. O teto vale entre 2025 e 2030.
