Após ser aprovado na Câmara, texto segue agora para o Senado; na Argentina e no Uruguai a tramitação da proposta está mais acelerada
A Câmara aprovou, nesta quarta-feira (25), o acordo de livre comércio firmado entre o Mercosul e a União Europeia. O texto segue agora para o Senado.
Antes o acordo foi aprovado pela representação brasileira no Parlasul (Parlamento do Mercosul). Após essa etapa, o tratado, então, passou a tramitar na forma de um projeto de decreto legislativo.
A medida foi celebrada no governo do presidente Luiz Inácio Lula da Silva (PT). A expectativa interna é que o pacto pode contribuir para:
ampliar exportações;
atrair investimentos;
fortalecer a inserção internacional do Brasil ao facilitar o acesso de produtos brasileiros ao mercado europeu; e
reduzir tarifas comerciais.
O texto ainda precisa ser ratificado pelos Congressos de todos os países que compõem o Mercosul, bem como pelo Parlamento Europeu. A entrada em vigor se dará apenas após conclusão de todos os trâmites.
Tramitação acelerada na Argentina e Uruguai
O Senado do Uruguai aprovou por unanimidade, nesta quarta-feira (25), o acordo assinado entre os blocos em janeiro. O texto agora segue para a Câmara de Deputados, para a ratificação final.
A previsão é que a sessão aconteça já nesta quinta-feira (26) e que o Uruguai e a Argentina se tornem os primeiros países do bloco a contar com a ratificação parlamentar do acordo.
Na Argentina, o tratado foi aprovado pela Câmara dos Deputados em 12 de fevereiro e será votado no Senado também na quinta.
A expectativa da chancelaria argentina é que, com a aprovação, o país de Javier Milei possa aplicar provisoriamente o acordo com a União Europeia sob o mecanismo de vigência bilateral, antes mesmo da aprovação dos demais países do Mercosul.
Já o Paraguai, onde o acordo foi assinado em janeiro, está em recesso parlamentar e o Congresso do país somente deve analisar o texto a partir de março.
Negociado há mais de duas décadas, o acordo estabelece a redução progressiva de tarifas e a harmonização de regras para o comércio de bens industriais e agrícolas, além de tratar de investimentos e padrões regulatórios.
Se aprovado, o tratado formará uma das maiores áreas de livre comércio do planeta, conectando os dois blocos em um mercado superior a 700 milhões de consumidores.
As tratativas, no entanto, expuseram divergências dentro da União Europeia. Alemanha e Espanha defendem o entendimento por vislumbrarem expansão das exportações, diminuição da dependência da China e maior acesso a minerais considerados estratégicos.
Em sentido oposto, a França - com o respaldo de países como Polônia, Irlanda e Áustria - resiste ao acordo, sobretudo por receio de impactos negativos sobre o setor agrícola diante da concorrência de produtos sul-americanos a preços mais baixos. Representantes do agronegócio europeu e organizações ambientalistas também manifestam críticas.
A versão final do texto busca conciliar essas posições, ao prever mecanismos de proteção à agricultura europeia e impor compromissos ambientais mais rigorosos.
