A cidade de Brasília foi reconhecida como Capital Ibero-Americana de Patrimônio Cultural durante a segunda reunião do Comitê Setorial de Patrimônio Cultural da União de Cidades Capitais Ibero-Americanas (UCCI), realizada na última semana. O encontro, realizado no Palácio do Buriti, contou com representantes de capitais da América Latina, do Caribe e da Península Ibérica.
Esse reconhecimento destaca as políticas de preservação do patrimônio histórico e urbanístico da capital federal, de acordo com a diretora-geral da UCCI, Luciana Binaghi Getar. Além do aspecto cultural, a capital também simboliza momentos importantes da história democrática brasileira, como a promulgação da Constituição de 1988 e a resistência institucional após os ataques antidemocráticos de 8 de janeiro de 2023.
Troca de experiências
Durante os três dias de reunião, representantes de diferentes capitais ibero-americanas discutiram estratégias conjuntas para a proteção do patrimônio material e imaterial, além de compartilhar experiências sobre inovação em políticas públicas e sustentabilidade na gestão urbana. O encontro dá continuidade às discussões iniciadas em 2025, em Lima, no Peru.
Fundada em 1982 em Madri, na Espanha, a UCCI reúne atualmente 29 capitais e grandes cidades, representando mais de 76 milhões de habitantes. A organização atua como plataforma de cooperação internacional para o intercâmbio de experiências entre as capitais. No Brasil, além de Brasília, integram a rede as cidades de São Paulo e Rio de Janeiro.
Desafios da preservação
Há dois anos, o Distrito Federal aprovou o Plano de Preservação do Conjunto Urbanístico de Brasília (PPCUB), instrumento voltado à proteção da área tombada. Ainda assim, foi avaliado no encontro que são necessários mais recursos e políticas públicas para garantir a manutenção adequada do patrimônio.
Historicamente, a preservação patrimonial em Brasília ainda enfrenta desafios. Nos primeiros anos após a inauguração da cidade, especialmente durante o período da ditadura militar (1964-1985), não houve uma legislação consistente voltada à proteção do patrimônio urbanístico.
O cenário começou a mudar em 1987, quando a capital federal recebeu o título de Patrimônio Cultural da Humanidade pela Organização das Nações Unidas para a Educação, a Ciência e a Cultura (Unesco). A partir daí, a memória e o conjunto urbanístico da cidade passaram a ser amparados legalmente enquanto patrimônio cultural.
