De acordo com a investigação, as irmãs foram deixadas sozinhas em uma casa trancada, sem cercamento e em uma vizinhança onde não conheciam ninguém. Elas teriam permanecido desamparadas por várias horas, das 20h até a madrugada.

Um dos pontos considerados mais graves pela investigação foi a conduta da conselheira tutelar que estava de plantão na ocasião. Conforme relatos, a Polícia Militar acionou o Conselho Tutelar diversas vezes e solicitou a presença da profissional no local, diante do risco às crianças. Ainda assim, ela teria se recusado a ir até a casa da família e dito que o atendimento presencial era desnecessário.
Segundo o inquérito, a conselheira ainda orientou que as menores ficassem sob os cuidados de uma tia. No entanto, a investigação apontou que a criança de 4 anos não tinha qualquer parentesco com a pessoa indicada.
A investigação entendeu que o comportamento da conselheira demonstrou uma tentativa de se eximir da responsabilidade legal e funcional.

Com a conclusão do caso, o relatório foi encaminhado ao Ministério Público de Santa Catarina e ao Poder Judiciário.
