The Brazilian government had issued an official note on Wednesday (20) calling for the immediate release of the activists and condemning "the degrading and humiliating treatment dispensed by Israeli authorities, particularly by Israel's Minister of Internal Security, Itamar Ben Gvir". Brazil classified both the interception of vessels in international waters and the detention of participants as "illegal actions".

The GSF is an international coalition of civil movements that organizes maritime and terrestrial missions to bring supplies and support to Gaza, following blockades imposed by Israel. The movement describes itself as "a global movement of everyday people: organizers, humanitarians, doctors, students, union workers, and seafarers", remaining independent and unaffiliated with any government.

Flotillas to Gaza have faced a history of violent interceptions by Israel since 2010, including the attack on Mavi Marmara that killed 10 activists. Since then, all flotillas attempting to break the Gaza blockade have been intercepted or attacked by Israel in international waters, according to Al Jazeera survey.
