This is Durigan's second international trip since taking command of the economic team in March 2026, after Fernando Haddad's departure, who left the position to run for governor of São Paulo. Durigan served as executive secretary of the Finance Ministry before his appointment.

Durigan intends to present Brazil as a strategic alternative in the global critical minerals market — rare earths, niobium and graphene — in opposition to Chinese dominance, according to his statements on TV Brasil's "Na Mesa com Datena" program. The government wants to expand foreign investment in Brazil's mineral sector without giving up national control over natural resources.

Originally, the trip to France would be the second leg of a journey that would include the New Development Bank (BRICS Bank) meeting in Russia, but Durigan cancelled the Moscow trip after the closure of the Russian capital's airport due to Ukrainian drone attacks.
