National Congress President Davi Alcolumbre (União-AP) rejected on Thursday (21) reading the requests to install a Joint Parliamentary Inquiry Commission (CPMI) on Master Bank, despite pressure from government and opposition parliamentarians. The decision keeps blocked an investigation that already has support from 42 senators and 238 federal deputies — numbers above the required constitutional minimum.

The CPMI would investigate Master Bank frauds, center of Federal Police's Operation Compliance Zero, which according to Agência Brasil may be "the largest fraud against the National Financial System ever recorded in Brazil, causing potential damage of tens of billions of dollars". The scheme is led by Daniel Vorcaro, the bank's owner, arrested since March.

Alcolumbre justified his decision citing the Senate's Internal Regulations, stating that "requests for reading matters must be subject to presidency dispatch" and that "the timing of reading is a discretionary act of the National Congress presidency".
