Chamber approves increased penalties for sexual crimes against minors

The Chamber of Deputies approved on Tuesday (19) Bill 3066/2025, authored by congressman Osmar Terra (MDB-RS), which increases penalties for sexual crimes against children and adolescents under the Child and Adolescent Statute (ECA) and classifies them as heinous crimes. The project amends five main laws — ECA, Criminal Procedure Code, Criminal Execution Law, Heinous Crimes Law and Criminal Organizations Law — to toughen criminal treatment of sexual offenders.

The project creates specific aggravating factors for crimes committed with digital technology: increase of 1/3 to 2/3 of the penalty for those who use artificial intelligence, deepfakes or techniques to hide IP addresses. The proposal also legalizes "virtual patrol" — police infiltration on the internet without prior judicial authorization to collect files in public environments.
