"A Câmara dos Deputados aprovou nesta quarta-feira (13) o projeto de lei 3.278/2021, oriundo do Senado e sob relatoria do deputado José Priante (MDB-PA), que prevê a criação do novo marco legal do transporte público coletivo urbano no país."

Senado Federal Pl 3278/2021

Data: 22/09/2021"

The proposal separates the fare paid by passengers from the remuneration of operating companies, which may be linked to performance and quality targets. According to the Senate report, the project allows to "avoid fare distortions" and prevents users from bearing "costs that are not directly related to efficient service provision." The text expands funding sources to include advertising revenues, carbon credits and urban instruments, plus the possibility of using CIDE-Fuels resources.

Parecer Sf Nº 63/2024 Pl 3278/2021

A Tarde

The vote had support from all parties except Novo and Missão, which opposed the project. The legal framework amends Law 12.587/2012 of the National Urban Mobility Policy, which establishes the priority of non-motorized transport over motorized and public transport over individual transport.
